The company believes that the Carbon Border Adjustment Mechanism (CBAM), combined with new European tariff quotas, could help to increase capacity utilisation in the domestic market and restore profitability and return on capital to healthy levels. Furthermore, the ‘Melt & Pour’ requirement could further strengthen the integrity and effectiveness of the system.
ArcelorMittal expects European supply volumes in the third quarter to remain stable or slightly higher compared with April–June, contrary to the typical seasonal decline. Furthermore, this figure is expected to exceed that of the first half of the year across all segments in the second half.
It should be noted that in 2025, ArcelorMittal reduced steel production by 4% compared with 2024, to 55.6 million tonnes. Iron ore production for the year rose by 15.1% year-on-year, to 48.8 million tonnes. Steel shipments to customers totalled 54 million tonnes (-0.6% year-on-year), whilst iron ore shipments (for AMMC and Liberia only) amounted to 36.3 million tonnes (+37.5% year-on-year).
